Changsha Strengthens Administration of Environmental Protection of Construction Projects
Changsha recently issued the Notice on Strengthening the Administration of Environmental Protection of Small and Medium Construction Projects stipulating that all new, reconstructed and expanded small and medium industrial enterprises, catering and entertainment operations, as well as construction projects in the services industry with pollutant discharge, must obtain approval from the environmental protection department in accordance with the Regulations on the Administration of Environmental Protection of Construction Projects issued by the State Council, failing which, enterprises cannot register with the industrial and commercial administration department.
Under the principle of management by level, enterprises registered with the municipal industrial and commercial administration department should get approval from the municipal environmental protection department, while enterprises registered with the industrial and commercial department at district or county level should obtain approval from the environmental protection department at the corresponding level; with the exception of projects approved by the provincial or municipal planning commission, which have to be approved by the municipal environmental protection department. Projects causing serious pollution, such as those in the chemical, printing and dyeing, brewing, papermaking, pesticides and electroplating industries, should obtain approval from the provincial or municipal environmental protection department. By the end of the year, environmental protection departments at various levels would provide the industrial and commercial administration departments at the same level with a list of enterprises that have caused serious pollution and received public complaints but failed to make any rectification during the year. The industrial and commercial administration departments will not conduct the annual inspection of these enterprises until they reach pollution control standards.
