China Announces Liberalised Entry-Exit Regime for Hainan Free Trade Zone

Details of the new immigration, entry-exit and transport management procedures that will apply to Hainan as it evolves into a Free Trade Zone (Port) have been released by the Ministry of Public Security.

Among the key elements of these new arrangements are the following:

  • The adoption of a more open visa-free entry regime, including streamlining the visa-free entry procedures and expanding the visa-free options for overseas visitors
  • Establishing a regime conducive to attracting high-end personnel, including introducing a visa-on-arrival service at ports and offering longer-term visas and residence permits, while conferring permanent residence status on non-mainland senior executives and those looking to work or invest in Hainan on a long-term basis
  • Ensuring more convenient entry-exit arrangements for high-end tourists, including 15-day visa-free entry for overseas cruise groups
