China Issues Extended VAT Exemptions for Seed and Livestock Imports

In line with the 13th Five-Year Plan’s commitment to continuing the policy of exempting certain plant and livestock imports from VAT, detailed plans have been drawn up for the administration and implementation of this strategy.

Drafted by the Ministry of Finance, the General Administration of Customs and the State Administration of Taxation, the specific plans include:

  • The 2019 Tax-Free Import Plan of the Ministry of Agriculture and Rural Affairs for Seeds (Seedlings), Breeding Livestock (Poultry) and Fingerlings (Fry)
  • The 2019 Tax-Free Import Plan of the National Forestry and Grassland Administration for Seeds (Seedlings)
  • The 2019 Tax-Free Import Plan of the National Forestry and Grassland Administration for Wild Plant and Animal Genetic Resources
