China Issues Shortened Market Access Negative List

The National Development and Reform Commission and the Ministry of Commerce have recently released the updated 2019 edition of the Market Access Negative List.

The new edition has been compiled with the following priorities in mind:

  • Incorporating the industry negative lists (including prohibited / restricted industries) of the local state-level key ecological development areas and principal agricultural production areas, rescinding 23 market access negative lists previously formulated and released by local authorities, and implementing and enhancing the national Negative List system
  • Incorporating all newly-formulated measures, listing all additional measures that accord with the rationale of the Negative List, improving local measures, and ensuring that all legitimate and effective access measures are duly included
  • Easing the restrictions imposed by a number of previous measures, rescinding measures that no longer accord with the national Negative List strategy and making every effort to minimise the number of sectors restricted within the remit of the Negative List

The Negative List (2019 Edition) contains 131 administrative measures, a reduction of 20 on the previous edition.
