China Updates Service Outsourcing Guidelines

The Catalogue of Guidance for Key Development Areas of the Service Outsourcing Industry (2018 Edition) has now been issued.

The revised publication covers 23 key development areas, eight of which are related to information technology outsourcing (ITO), including software R&D, integrated circuit and electronic circuit design, and the operation of e-commerce platforms. A further six refer to business process outsourcing (BPO), while nine have a focus on the knowledge process outsourcing (KPO) sector.

The new Catalogue is in line with the Opinions of the State Council on Promoting the Accelerated Development of the Service Outsourcing Industry (Guo Fa No. 67 [2014]). It was jointly-issued by the Ministry of Commerce, the Ministry of Finance and the General Administration of Customs.

This new edition supersedes all earlier editions and will be updated every two years.
