Guangdong Assumes Responsibility for Issuing National-level Pollutant Discharge Permits

Application for provincial-level pollutant discharge permits has no longer been  accepted in Guangdong since 13 August this year, with the province having taken on responsibility for issuing all such permits in line with the national pollutant discharge system. Accordingly, the provincial authorities have undertaken to accelerate the required approval procedures for all national-level permits.

The move sees the province comply with the relevant provisions of the Circular of the General Office of the State Council on Issuing the Implementation Plan for the Permit System for Pollutant Discharge Control (Guo Ban Fa No. 81 [2016]), the Measures for the Administration of Pollutant Discharge Permits (Trial Implementation) (Order No. 48 of the Ministry of Environmental Protection) and other regulations as may be deemed to apply.
