Hong Kong-Origin Mainland Imports Granted Zero-Tariff Status
From 1 January 2019, goods of Hong Kong origin will be entitled to zero-tariff status and faster customs clearance when imported to Mainland China. The new arrangements are outlined in the Agreement on Trade in Goods under the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA), as ratified on 14 December 2018, and are intended to consolidate, update and enhance the existing trade liberalisation and facilitation measures as previously specified in any earlier CEPA agreement.
Among the headline points of the new Agreement are the following:
- All Hong Kong-origin goods imported to the mainland will be granted zero-tariff status in line with enhanced rules of origin procedures
- All goods within the Guangdong-Hong Kong-Macau Bay Area will be subject to streamlined import/export procedures
- The trade in goods between the two locations is to be generally liberalised with the aim of assisting Hong Kong brands to establish themselves in the mainland market
