Shanghai FTZ Looks to Lure Essential Domestic Personnel with Residency Incentives
The Lingang Special Area of the Shanghai Pilot Free Trade Zone has recently announced a raft of preferential policies designed to incentivise experienced mainland personnel to relocate and accept employment locally.
In terms of how this will work in practice, the Lingang Special Area Administrative Committee will designate which sectors require an injection of talent in order to meet their development goals. Then, suitable staff – those holders of bachelor’s degrees (or above) whose skills are in short supply and have two years of relevant work experience – will immediately qualify for local resident status should they accept a role within the Special Area.
Full details can be found in the Circular on Implementing Preferential Policies for Attracting Domestic Talents to Boost the High-Quality Development of the Lingang Special Area, as jointly issued by the Shanghai Municipal Bureau of Human Resources and Social Security and the China (Shanghai) Pilot Free Trade Zone Lingang Special Area Administrative Committee (Hu Ren She Li No. 415 [2019]).
