Shenzhen Increases Support for Young Hong Kong and Macao Entrepreneurs

Shenzhen is to increase funding for its entrepreneurship base programme in a bid to appeal to more talented, young individuals from Hong Kong and Macao. At the same time, the range of businesses eligible for the programme is also to be broadened.

The changes were announced by the Shenzhen Municipal People’s Government in a recently issued work plan (Shen Fu Han No. 207 [2019]).

Among the proposed measures are the following:

  • An increased number of Shenzhen’s Hong Kong-Macao youth innovation and entrepreneurial bases are to be eligible for the Funding Scheme for Experiential Programmes at Innovation and Entrepreneurial Bases in the Guangdong-Hong Kong-Macao Greater Bay Area and the Funding Scheme for Youth Entrepreneurship in the Guangdong-Hong Kong-Macao Greater Bay Area
  • The employment scope and practice opportunities for Hong Kong accountants, doctors, lawyers, architects and other professionals will be expanded, while more high-level Hong Kong and Macao personnel will be allowed to take part in the construction and management of the appropriate entrepreneurial bases through appointments and by other means
  • Shenzhen will increase the level of financial support available and ensure that young entrepreneurs from Hong Kong or Macao who start businesses locally will be eligible for preferential treatment under the terms of the Innovation and Technology Fund and the Youth Development Fund
