UAE: Dubai to Update Consumer Protection with New Law and Tighter Controls

United Arab Emirates (UAE) has announced a number of measures to improve consumer protection, including Cabinet approval of a new consumer protection law and increased inspections of commercial offers and discounts.

Approved on 25 December 2019, the new law will update the existing legislation, the Federal Law No. 24 of 2006 on Consumer Protection. According to an official government news agency release, the new law will also bring existing UAE legislation in line with the Gulf Cooperation Council (GCC) Unified Law on Consumer Protection.

The circular states that the new law has four main objectives. It will guarantee consumer protection and price stability; it will restrict practices that may impact consumers negatively, and also act as a control on price increases; it will provide adequate consumer protection from technological advances and the growth in e-commerce; and it will regulate suppliers, advertisers and commercial agents in respect of consumer protection issues. The law will also specify penalties for breaches and grievance procedures.

Further details and the expected date that the new law will become operational have yet to be released, but the announcement coincided with start of the Dubai Shopping Festival on 26 December 2019, which runs through to the 1 February 2020.

The Commercial Compliance & Consumer Protection (CCCP), sector in Dubai's Department of Economic Development, has announced that is increasing its inspections and control regime of all commercial establishments in respect of the validity of promotional offers and discounts. On 30 December, Mohammed Ali Rashed Lootah, CEO of the CCCP, issued a statement on the increased inspections. He said: “With retail being an integral economic activity in Dubai, we are keen to ensure the quality and authenticity of the promotions and discounts offered here by retailers and also see that consumers do not fall prey to unscrupulous practices.”
