Nature of Notice: Initiation of AD investigation A-570-108 and CV investigation C-570-109, effective 30 April 2019.

Summary: The scope of these investigations covers ceramic flooring tile, wall tile, paving tile, hearth tile, porcelain tile, mosaic tile, flags, finishing tile and the like. Ceramic tiles are articles containing a mixture of minerals including clay (generally hydrous silicates of alumina or magnesium) that are fired so the raw materials are fused to produce a finished good that is less than 3.2 cm in actual thickness. All ceramic tile is subject to the scope regardless of end use, surface area and weight, regardless of whether the tile is glazed or unglazed, regardless of the water absorption coefficient by weight, regardless of the extent of vitrification, and regardless of whether or not the tile is on a backing. Subject merchandise includes ceramic tile with decorative features that may in spots exceed 3.2 cm in thickness as well as ceramic tile ‘‘slabs’’ or ‘‘panels’’ (tiles that are larger than one square metre (11 square feet)).

Subject merchandise includes ceramic tile that undergoes minor processing in a third country prior to importation into the United States, as well as ceramic tile that undergoes minor processing after importation into the United States. Such minor processing includes one or more of the following: bevelling, cutting, trimming, staining, painting, polishing, finishing, additional firing or any other processing that would otherwise not remove the merchandise from the scope of the investigations if performed in the country of manufacture of the in-scope product.

The USTC is scheduled to hold its preliminary injury vote on 24 May.

Nature of Notice: Final results of sunset review and revocation of AD duty order A-570-912 and CV duty order C-570-913, effective 4 February 2019.

Summary: The DOC on 5 February initiated a sunset review of these orders but no domestic interested party filed a timely notice of intent to participate. Accordingly, the DOC will instruct U.S. Customs and Border Protection to terminate the suspension of liquidation of, and discontinue the collection of cash deposits on, subject goods that were entered or withdrawn from warehouse for consumption on or after 4 February.

Summary: The DOC has issued a no shipments determination in its administrative review of subject merchandise for the period 1 September 2016 through 31 August 2017. CBP will be instructed to liquidate entries from the China-wide entity at the current 236.00 percent rate. For previously investigated or reviewed exporters that received a separate rate in a prior segment of this proceeding, the cash deposit rate will continue to be the existing exporter-specific rate published for the most recently completed period.

Summary: In its new shipper review of Huzhou Muyun Wood Co. Ltd. for the period 1 December 2014 through 31 May 2015, the DOC has determined that this company has failed to demonstrate its qualification for a separate rate and is therefore subject to the China-wide rate (currently 25.62 percent).
