Following are summaries of current AD/CV actions targeting mainland Chinese manufacturers taken by the DOC.

Product: Raw flexible magnets, classified under HTSUS subheadings 8505.19.10 and 8505.19.20.

Nature of Notice: Final results of expedited sunset review in CV investigation C-570-923, effective 6 June 2019.

Summary: The DOC has determined that revocation of this CV duty order would likely lead to continuation or recurrence of countervailable subsidy. The USITC will proceed with its own investigation to determine whether revocation would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. The order will be extended for an additional five years if the USITC issues an affirmative determination but will be rescinded if the USITC issues a negative determination.

Summary: The DOC on 1 April initiated a sunset review of this order but no domestic interested party filed a timely notice of intent to participate. Accordingly, the DOC will instruct U.S. Customs and Border Protection to terminate the suspension of liquidation of, and discontinue the collection of cash deposits on, subject goods that were entered or withdrawn from warehouse for consumption on or after 16 May.

Product: Utility scale wind towers, classified under HTSUS subheadings 7308.20.0020 and 8502.31.0000.

Nature of Notice: Rescission of administrative review in CV investigation C-570-982, effective 7 June 2019.

Summary: The DOC has rescinded based on the timely withdrawal of the review request its administrative review of subject merchandise exported by 56 companies during  the period 1 January through 31 December 2018. As a result, the cash deposit rates for subject merchandise from companies under review will continue to be the rates established in the most recently completed administrative review.

Summary: The DOC has preliminarily established the following dumping margins for imports of subject merchandise during the period 1 July 2017 through 30 June 2018. If these results are finalised, CBP will assess AD duties on all appropriate entries using these rates, which will also be used to determine new AD cash deposit requirements. CBP will not assess AD duties or impose cash deposit requirements on entries subject to a zero rate.
