Argentina Amends Criterion Values for Certain Cotton Woven Fabrics, Rescinds Values for Coated Paper

Argentinean authorities have a long-standing practice of setting reference/criterion values for a broad range of imported merchandise, which are purportedly aimed at preventing the under-invoicing of imports. The latest example includes an administrative notice amending to US$2.35 to US$8.42 per kilogramme, depending on the product’s specific features, the criterion values for bleached plain weave fabrics of cotton containing less than 85 percent by weight of cotton, mixed mainly or solely with man-made fibres, weighing not more than 200 grams per square metre, classified under NCM 5210.21.00.

Separately, Argentina has rescinded the criterion values in place for certain coated paper and paperboard classified under NCM 4810.13.89, 4810.13.90, 4810.19.89 and 4810.19.90.

Imports with a declared value lower than the criterion value require payment of a guarantee equivalent to the difference in duties to be paid on the declared value and the criterion value. The list of products subject to criterion values is frequently modified and covers imports from a range of countries. An updated list of current criterion values is available at http://www.afip.gob.ar/Aduana/valoracion/valores.criterios.pdf.
