Brazil Lowers Duties on Additional Products

Brazilian authorities have announced the addition of 263 items to a list of foreign capital goods and information technology and telecommunications goods that benefit from duty-free treatment under the Ex-Tarifario regime, down from 14 or 16 percent. Many of these goods could potentially be imported from mainland China and/or Hong Kong.

Of this total, 241 items are capital goods and the remaining 22 are IT and telecom goods. The capital goods covered by these actions are classified in HS chapters 82, 84, 85, 86, 87 and 90, while subject IT and telecom goods are classified in HS chapters 84, 85 and 90. These goods will benefit from duty-free treatment through 31 December 2021.

Brazil has also implemented pursuant to several Mercosur resolutions duty reductions involving a range of chemicals and various other products and established tariff-rate quotas on imports of the following products to correct a lack of supply in the Brazilian market:

  • up to 10,440 tonnes of N-(1,3-Dimethyl butyl)-N’-phenyl-p-phenylenediamine classified under NCM 2921.51.33 – reduced two percent duty for a period of 12 months;
  • up to 200 tonnes of certain self-adhesive polyethylene terephthalate laminates classified under NCM 3919.90.90 – reduced two percent duty for a period of 12 months;
  • up to 667 tonnes of 6-hexanelactam (epsilon-caprolactam) classified under NCM 2933.71.00 – reduced two percent duty for a period of 77 days;
  • up to 400,000 tonnes ethylene dichloride (ISO) (1,2-dichloroethane) classified under NCM 2903.15.00 – reduced two percent duty for a period of 180 days;
  • up to 3,750 tonnes of amethrin classified under NCM 2933.69.91 – reduced two percent duty for a period of 170 days;
  • up to 72,000 tonnes to of lignosulfonates classified under NCM 3804.00.20 – reduced two percent duty for a period of 12 months; and
  • up to 2,000 tonnes of polyacetal polyether in aqueous solution classified under NCM 3907.20.39 – reduced two percent duty for a period of 12 months.
