Mexico’s Tax Administration Service Amends General Foreign Trade Rules for 2019

Mexico’s Tax Administration Service (SAT) recently issued the first set of amendments to its General Foreign Trade Rules (RGCEs) for 2019. Among other things, the RGCEs set forth general provisions and pre-clearance requirements, as well as requirements related to the entry, exit and oversight of goods, customs clearance, customs regimes, post-clearance requirements and certified companies.

The amendments target a range of provisions in the rules, including voluntary contributions to improve or repair customs facilities, authorisations to produce or import official locks, use and placement of official locks, air cargo information notices, electronic air waybills, electronic information transmissions by maritime transport companies and freight forwarders, registration of express services companies, simplified entry of courier shipments, temporary importation of recreational vessels and mobile homes, and benefits for authorised economic operators.
