Miscellaneous Canadian and Latin American AD and Safeguard Actions on Mainland Chinese Products
Brazil Allows AD Duty Order on Aluminium Printing Plate from Hong Kong to Expire. Brazil recently initiated a sunset review of the AD duty order on pre-sensitised offset aluminium printing plate classified under NCM 3701.30.21 and 3701.30.31 from various suppliers, including mainland China. However, Brazil declined to launch a sunset review of the order on subject merchandise from Hong Kong after it found no evidence of a resumption of injurious dumping. As a result, the AD duty order on subject merchandise from Hong Kong expired on 5 March.
Argentina Preliminarily Finds Dumping on Tricycles. Argentina has issued a preliminary affirmative determination in its AD duty investigation of mainland Chinese tricycles without an electric motor classified under NCM 9503.00.10. Imports of subject merchandise will face a provisional duty of 24 percent for a period of six months from 13 March.
Brazil Issues Preliminary Affirmative Determination in AD Probe of Pencils. SECEX has issued an a preliminary affirmative determination in its AD probe of mainland Chinese writing, drawing and colouring pencils, consisting of wood, thermoplastic resins or other materials, containing a graphite or colour mine, based on carbonates dyed by pigments or colourants, classified under NCM 9609.10.00. SECEX has also extended the deadline for a final determination to no later than eight months from 16 June 2020.
Canada Recommends Exclusion of Shaped Wire from Safeguard Duties. The Canadian International Trade Tribunal is recommending that inter-annealed shaped stainless steel wire be excluded from the safeguard duties on stainless steel wire because the sole domestic producer of stainless steel wire consented to the exclusion.
Argentina Issues Results of Anti-Circumvention Probe of Tableware. Argentina has determined that imports of certain ceramic tableware classified under NCM 6911.10.10, 6911.10.90, 6911.90.00 and 6912.00.00 that are claimed to be produced in Thailand by Quality Ceramic Co. Ltd. and imported into Argentina by Mishka S.A. are not circumventing the AD duty order on subject merchandise from mainland China.
