New AD/CV Probes of Mainland Chinese Ceramic Tiles

The U.S. International Trade Commission has initiated the preliminary phase of antidumping and countervailing injury investigations of mainland Chinese ceramic tiles classified under a number of subheadings in HTSUS headings 6905, 6907 and 6914. Return questionnaires are due to the USITC by 24 April, a conference will be held on 1 May, post-conference briefs may be submitted by 6 May, and the USITC’s preliminary determination vote has been scheduled for 24 May.

The product covered by these proceedings is ceramic tile, regardless of the percent water absorption, including porcelain tile, vitreous tile, semi-vitreous tile and non-vitreous tile. Covered goods include glazed and unglazed ceramic flooring and wall tile, countertop tile, paving tile, hearth tile, porcelain tile, mosaic cubes, finishing tile and the like, whether or not the tile is on a backing. The petitioner is also seeking to include ceramic tile produced in mainland China that undergoes minor processing (i) in a third country prior to importation into the United States or (ii) after importation. Such processing would include bevelling, cutting, trimming, staining, painting, polishing, finishing or any other processing that would otherwise not remove the tile from the scope if performed in the country of manufacture of the in-scope product.

Ceramic bricks properly classified under HTSUS 6904.10.00 through 6904.90.0000 are excluded from the scope of the petition.
