BANGLADESH: GSP Exporters Now Obliged to Self-Issue Certificates of Origin
Companies exporting to the EU, Switzerland or Norway under their respective Generalised System of Preferences (GSP) programmes are to be obliged to self-issue Certificates of Origin (COO) for their products. In order to facilitate this, an online registration system for all such companies is to be launched by the Export Promotion Bureau (EPB) later this month.
Companies will then have until 30 June 2020 to register with the EPB and obtain an EU Registered Exporter (REX) number, entitling them to self-issue COOs for a 12-month period. Businesses will have to re-register every year to maintain their GSP entitlement.
At present, COOs are manually issued by a number of different government agencies, a system that has often led to incidences of corruption. Under the new arrangements, it will be down to the exporters themselves to ensure they comply with the origin of goods criteria, with any transgression likely to lead to the suspension or cancellation of the relevant REX registrations.
