CAMBODIA: Single Window Customs Clearance System Adopted in Move to Counter Corruption
A one-stop service has been introduced for importers / exporters, with traders now able to submit import / export documents and pay any required customs duties and taxes via one of six single-window service centres. Previously, importers / exporters had to submit multiple copies of all required documents to a number of government agencies in order to obtain any necessary clearance.
According to the Ministry of Economy and Finance, three of the one-stop centres will operate from departments based within its Phnom Penh headquarters – the Procurement Department, the Financial Industry Department and the National Accounting Council. The remaining centres will be located within the Phnom Penh headquarters of three other government facilities – the General Department of Taxation, the General Department of Customs and Excise and the General Department of the National Treasury.
This streamlining of customs procedures has been introduced as part of a bid to reduce corruption on the part of public officials, with applicants now able to get online verification of the cost of any services prior to visiting the designated centres.
