VIETNAM: Tighter Regime Introduced for Food Additives

Any food products using additives not pre-approved by the Health Ministry are now barred from being manufactured or distributed in Vietnam, as well as from being imported. The move is intended to bring the production, trade in and use of such additives in line with the country’s Law on Food Safety.

Where an approved additive is used in a new foodstuff, it is also required that any effect of human consumption and the maximum advisable consumption level need to be clearly specified on the packaging. Producers are also obliged to inform the Health Ministry of this new use of an approved additive, as well as detailed information on the composition of their new foodstuffs. Such use must also be within the legally-specified limits for each food category.

Users must also inform the relevant authorities of the origin and date of expiry of all such additives. Besides, the production and use of such additives may only be conducted at premises that comply with Vietnam’s existing food safety requirements. The changes were outlined in Decree No. 15/2018/ND-CP and came into effect as of 2 February 2018.
