Beijing Rolls Out "Five-in-one Licence" Registration
Beijing will fully implement the registration system reform of the "five-in-one licence and single identification number", allowing enterprises to obtain the business licence and registration certificates of tax, organisation code, social insurance and statistics in one go.
The Beijing Municipal Administration of Industry and Commerce said that the scope of reform includes the city's various types of enterprises, farmers’ specialised co-operatives and foreign enterprises resident representative offices (including branches). While individually-owned businesses are not included in the scope of the reform, they are entitled to be so after changing into companies.
The new policy allows applicants to fill in "one form" and submit "one set of materials" to "one window" of industry and commerce administration department to get the business licence bearing the unified social credit code, without the need to repeat the process with the authorities of human resources and social security, or statistics. Enterprises may obtain the "all-in-one" digital certificate from the office of the industry and commerce administration department along with the business licence. The whole process is quick and convenient.
In fact, Beijing has included statistical registration into the joint programme well in advance after the launch of the "three-in-one licence" last year, which was in effect "four-in-one licence" of business registration, tax registration, quality supervision and statistics. The "five-in-one licence" reform is to complete the data sharing with the human resources and social security authorities to further facilitate business registration.
Since the full implementation of the "three-in-one licence " reform, business registration has taken shorter time than before, from one month previously to 3-5 days. As at the end of July this year, Beijing issued a total of 585,400 “three-in-one licences”, accounting for 45.01% of the total.
An official of the Beijing Municipal Administration of Industry and Commerce said that enterprises having obtained business licence bearing the unified social credit code under the "three-in-one licence” system do not need to re-apply for "five-in-one licence". Relevant registration information will be sent to the social security and other authorities by the registration office.
Enterprises that have not renewed business licence bearing unified code may be issued upon application for a change of registration details. No fee will be collected for obtaining a licence for setting up a business, change of registration details or renewal of registration.
It is noteworthy that, enterprises can continue to use the old form of licence before 1 January 2018. After the end of the transition period, however, enterprise shall use the business licence bearing the unified code to carry out the relevant business, and the old licence will no longer be valid.
