Business Reforms Piloted in Beijing and Shanghai Set for National Rollout

A raft of reform measures piloted in Beijing and Shanghai and intended to optimise the overall business environment is to be rolled out on a national basis. Essentially, all these reforms – many of which were initiated at the behest of the business community – focus on streamlining administration, delegating powers and improving services, while transforming the role played by government bodies.

Among the key areas addressed by the reforms are the following:

  • Starting a business
  • Applying for an electricity supply
  • Property registration
  • Paying taxes and charges
  • Cross-border trade
  • Contract enforcement

Full details of the proposed roll-out can be found in the Circular on Doing A Good Job of the Work of Replicating, Promoting and Transplanting Reform Measures for Optimising the Business Environment (Guo Ban Han No. 89 [2019], as recently issued by the General Office of the State Council.

Details of the specific reforms introduced in Beijing and Shanghai can be found on the Chinese government website.
