China Adopts Streamlined Comprehensive Bonded Zone Entry-Exit Procedures

The entry / exit procedures for goods shipped to and from China’s Comprehensive Bonded Zones are to be streamlined, according to a recent announcement by the General Administration of Customs (GAC). According to the directive – The Announcement on Simplifying the Entry-Exit Administration of Comprehensive Bonded Zones – these expedited procedures will apply in all instances where the goods in question are not liable to export duties or foreign trade control stipulations, are not eligible for export tax rebates and are not subject to standard customs record procedures.

Among the goods deemed eligible for accelerated processing are the following:

  • Office supplies for the use of an enterprise / administrative body based within a bonded zone
  • Packaging materials for the use of an enterprise based within a bonded zone
  • Samples for the use of an enterprise within a bonded zone
  • Instrument, tools, machines or equipment to be used by an enterprise based within a bonded zone as part of its standard production / business operations

Accordingly, enterprises may complete the entry procedures for any of the above-mentioned goods without recourse to the standard customs declaration forms or recordation procedures. The same accelerated administration process also applies when any such goods exit a bonded zone.
