China Adopts Unified First-Time Import Procedure for Non-Special-Use Cosmetics
The import procedure for all non-special-use cosmetics being imported to the mainland for the first time was unified as of 10 November. The new mandatory procedures supersede the previous prior administrative approval regime.
As outlined in a recent circular from the National Medical Products Administration (NMPA), the pre-approval process has been wholly replaced by a unified system of record-filing management for the first-time import of non-special-use cosmetics across the mainland. The NMPA will no longer accept administrative approval applications related to any such products.
In line with the new procedures, the mainland representative of the importer must complete the requisite record-filing procedures via the NMPA website (www.nmpa.gov.cn) and obtain an electronic record-filing certificate before any such products can be imported.
