China Advocates Wider Deployment of Engineering Consultancy Services

New guidelines, designed to promote the wider use of whole-process engineering consultancy services, have been jointly issued by the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development.

Overall, the guidelines Guiding Opinions on Promoting the Development of Whole-Process Engineering Consultancy Services – outline three priority measures:

  • Comprehensive consultancy service providers being employed to conduct viability studies into proposed government-backed projects as a means of maximising returns on state-derived funding
  • Consideration being given as to how best to incorporate whole-process engineering consultancy services within government projects and those initiated by state-owned enterprises
  • A gradual streamlining of the investment decision-making process being undertaken, while the number of required approval items for the due accreditation of participating entities and personnel in the engineering construction sector will also be reduced. At the same time, steps will be taken to ease the market access requirements and accelerate the marketisation of consultancy services
