China Announces 2019 Fertiliser Import Tariff Quotas
The total quantity of import tariff quotas on fertilisers for 2019 has been set at 13.65 million tons, including 3.3 million tons for urea, 6.9 million tons for diammonium phosphate and 3.45 million tons for compound fertilisers. The tariff rate within the quota is 1%. The tariff quota authorities will start accepting applications for import tariff quotas on fertilisers and issue Certificates of Import Tariff Quotas on Fertilisers for 2019 as of 15 December.
The Ministry of Commerce revealed the 2019 quotas in its recently-published Total Quantity, Principle of Allocation and Relevant Procedures of Import Tariff Quotas on Fertilisers for 2019. Under its specified terms, candidate enterprises will be allocated import tariff quotas on a ‘first come, first served’ basis until all quotas have been distributed. The initial quotas for individual enterprises in 2019 will be based on those in 2018 and adjusted in line with the required procedures.
