China Announces Five-Year Rural Upgrade Strategy

Increased agricultural output, the full paving of rural roads and the more extensive use of natural fertilisers are among the highlights of the recently-circulated Strategic Plan for Rural Revitalisation.

As jointly issued by the State Council and the Central Committee of the Chinese Communist Party, the plan emphasises China’s commitment to sustaining a prosperous rural economy, while laying the foundations for a major 2018-2022 upgrade to agricultural practices throughout many of the country’s more rural areas.

Overall, the Plan identifies 22 targets for the 2020-2022 period, including three priority objectives:

  • Total annual grain production capacity is to exceed 600 million tons during 2010-2022
  • Utilisation of livestock manure as a fertiliser base will account for 78% of the total by 2022
  • All village roads (that meet certain requirements) to be paved by 2020

The Plan also highlights the need to develop a new pattern of rural revitalisation, including greater coordination of urban-rural development and the optimisation of rural development planning. It also calls for the acceleration of agricultural modernisation, the expansion of the rural industries and the construction of aesthetically-pleasing, ecologically-viable villages.
