China Announces New Arrangements for CCC-Exempt Products

The State Administration for Market Regulation (SAMR) and the General Administration of Customs (GAC) have issued a joint-announcement specifying the new arrangements relating to products outside the remit of the China Compulsory Certification (CCC) system.

Among the key changes are the following:

  • As of 1 April this year, the SAMR has taken over responsibility for all non-CCC product regulation
  • From the same date, the SAMR has been responsible for the implementation, supervision and administration of the CCC regime, while the GAC has taken charge of certification of imported products subject to CCC. An online verification, notification and coordination mechanism for information relating to CCC certificates and documentary proofs will, subsequently, be jointly established by the SAMR and the GAC
  • All relevant declaration units may continue to use the designated online management system for products not subject to CCC, as well as for goods imported as special-purpose items
