China Announces Plans to Fully Open-Up Elderly Care Market

An action plan for enhancement of public services, including the comprehensive opening-up of the elderly care market, has been jointly-issued by the National Development and Reform Commission and several other government bodies. The primary aims of the newly-unveiled initiative include establishment of a nationwide home-based elderly care service, complemented by the widespread availability of elderly care / general healthcare facilities, by 2022.

To this end, all participating government departments are committed to promoting the development of privately-run elderly care facilities and to keeping the required administrative approvals to the absolute minimum. At the same time, support will be provided to any domestic or overseas operator looking to establish mainland-based elderly care facilities, with the same incentives on offer to both classes of investor.
