China Announces Second List of US Products Exempt from Additional Tariffs

A second list of US goods to be excluded from China’s tariff countermeasures has been issued by the Customs Tariff Commission.

The exclusion list will be valid from 26 December 2019 to 25 December 2020. Tariffs that have already been levied will not be refunded, while the remaining US products subject to additional tariffs will not be excluded for the time being.

The list was released with State Council approval and in accordance with the Announcement of the Customs Tariff Commission of the State Council on the Trial Implementation of the Exclusion of US Products Subject to Additional Tariffs (No. 2 [2019]). It is the second set of US goods to be excluded from China’s first round of tariff countermeasures against the US Section 301 measures.

The Commission will continue to work on the exclusion process and release the exclusion list of US goods subject to the second round of additional tariffs in due course.
