China Announces Support for Bonded R&D in Comprehensive Bonded Zones

Additional support is to be provided for bonded research and development (R&D) activities within China’s comprehensive bonded zones.

As announced by the General Administration of Customs (GAC) on 19 January (and coming into immediate effect), details of the new measures are as follows:

  • Enterprises operating in comprehensive bonded zones that meet the following requirements may undertake bonded R&D activities:
    - Approval secured from the relevant government departments or the administrative division of the comprehensive bonded zone with regard to initiating bonded R&D
    - Credit score (as graded by the customs authority) at a level of average or above
    - Specialised management in place for all facilities and equipment required for bonded R&D, as well as the facility to ensure all R&D materials / finished products are subject to such management
  • Bonded R&D relating to goods prohibited from import / export may not be undertaken unless prior permission has been secured
  • All enterprises within bonded zones engaged in bonded R&D must set up special electronic registers and establish electronic records that include information on all related materials and finished products
