China Begins National Roll-Out of Business Licence and Operation Permit Reform Programme

As of 1 December this year, the separation of business licences and operation permits pilot programme will be implemented with regard to all business-related licensing procedures in the country’s 18 currently operational Pilot Free Trade Zones. Where legally permissible, individual local authorities may also opt to implement the programme at other locations.

In addition to the geographical remit of the programme, two further significant changes have been incorporated:

  • Extending the scope to cover all business-related licensing procedures
  • Improving the supportive mechanisms for implementing the changes
