China Customs Introduces Advance Classification Service for Prospective Imports

In order to help businesses gain a preliminary ruling on the classification of commodities proposed for import / export, the General Administration of Customs (GAC) has announced that an advance classification advisory service for samples of import commodities will be available from 20 December this year. This is in accordance with the Interim Administrative Measures on Advance Ruling (General Administration of Customs Order No. 236), which came into force on 1 February 2018.

To access this service, potential importers should apply to the presiding local customs office in the following instances:

  • When importing commodities that have completed safety and quality pre-assessment via pre-shipment inspection (or any other approved procedures, including items in receipt of proof of certified pre-shipment quality and safety assessment)
  • When importing samples of commodities to be imported at a later date – i.e. a representative quantity of the proposed import to be subjected to statutory inspection prior to permission being granted (or not) for mass importation
