China Issues Eight-Point Plan for Streamlining Tax Affairs of Small Businesses

China’s State Taxation Administration has recently issued new eight-point guidelines for all statutory bodies responsible for processing the tax affairs of small and micro firms:

  • Introduce online channels for direct communication with all such tax-payers
  • Prepare and issue tax advice materials tailored to the needs of small and micro firms
  • Seek to improve the services on offer to businesses relocating within your jurisdiction
  • Seek to improve the services on offer to businesses making ‘zero tax obligation’ declarations 
  • Improve tax-violation-related enquiry handling
  • Promote an integrated service for the tax affairs of start-ups
  • Prepare and circulate a list of preferential tax arrangements
  • Offer enhanced banking-taxation arrangements as a way of mitigating financial difficulties
