China Issues First List of US Products Exempt from Tariff Countermeasures

The State Council Customs Tariff Commission has issued details of the first tranche of US-origin imports to be exempt from the initial round of retaliatory tariffs imposed by the mainland authorities.

Details of the exclusions have been organised into two separate appendices:

  • Appendix 1.
    Products on this list are excluded from China’s tariff countermeasures against the US Section 301 measures for the period 17 September 2019-16 September 2020. Companies will receive refunds for any additional tariffs already paid, with the import enterprises concerned advised to apply for refunds from Customs within six months of this announcement of the exclusion entitlement.
  • Appendix 2.
    While all products on this second list are also excluded from China’s tariff countermeasures against the US Section 301 measures for the period 17 September 2019-16 September 2020, affected companies will not be entitled to refunds on any tariffs already paid.
