China Issues Revised Catalogue of Encouraged Service Imports

A revised edition of the Catalogue of Encouraged Service Imports has now been published, while it has also been announced that eligible businesses in those areas participating in the trade in services pilot programme may be entitled to financial support at a reduced interest rate.

Among the sectors designated as service import priorities are the following:

  • R&D and design services, including technical inspections, analysis and intellectual property consultation
  • Energy conservation and environmental protection, including energy-saving and resource recycling services
  • Environmental enhancement
  • Counselling, including technical counselling and environmental counselling services

In line with the requirements of the Official Reply of the State Council on Approving the Implementation of the Pilot Programme for the Innovation and Development of the Trade in Services (Guo Han No. 79 [2018]), five ministries (including the Ministry of Commerce and the National Development and Reform Commission) jointly-revised the Catalogue of Encouraged Service Imports. The revised Catalogue came into effect on 10 April this year and superseded all previous editions.
