China Publishes New Cosmetics Registration and Testing Guidelines
The National Medical Products Administration has introduced new guidelines intended to ensure that all cosmetics registration procedures – and any related inspection / testing – are conducted in a transparent, fair and appropriately scientific fashion.
In line with this and with immediate effect, any inspection / testing agencies that fulfil the statutory requirements may undertake cosmetics registration and inspection / testing duties once they have submitted details of their inspection / testing capabilities via the cosmetics registration and filing inspection information system. Said agencies must also obtain a China Metrology Accreditation (CMA) certificate relating to cosmetics before commencing any such activities. They must also be able to fulfil all of their due duties within their appointed jurisdiction.
Further details can be found in the Announcement on the Issuance of Working Rules for Cosmetics Registration and Filing Inspection Testing (No. 72 ), as issued by the National Medical Products Administration on 10 September.
