China Publishes New Cosmetics Registration and Testing Guidelines

The National Medical Products Administration has introduced new guidelines intended to ensure that all cosmetics registration procedures – and any related inspection / testing – are conducted in a transparent, fair and appropriately scientific fashion.

In line with this and with immediate effect, any inspection / testing agencies that fulfil the statutory requirements may undertake cosmetics registration and inspection / testing duties once they have submitted details of their inspection / testing capabilities via the cosmetics registration and filing inspection information system. Said agencies must also obtain a China Metrology Accreditation (CMA) certificate relating to cosmetics before commencing any such activities. They must also be able to fulfil all of their due duties within their appointed jurisdiction.
