China Relaxes Duty-Free Shopping Limits for Outward-Bound Hainan Travellers

Enhanced duty-free shopping entitlements for outward-bound travellers from Hainan came into effect as of 1 December. Jointly announced by the Ministry of Finance, the General Administration of Customs and the State Administration of Taxation, the highlights of this new regime include the following:

  • The annual duty-free allowance of outward-bound travellers from Hainan (including local residents) has been raised to RMB30,000 from its previous level of RMB16,000. Assuming the cumulative total remains below RMB30,000, there is no limit to the number of individual purchases that can be made.
  • A number of home-use medical devices have been added to the qualifying list of duty-free goods, including orthoptic systems, hearing aids, orthopaedic fixation systems and respiratory support mechanisms (non-life-support variants only). A maximum of two such devices may be purchased per person per outward bound trip.
