China Releases Its First Cyberspace Security Strategy

China’s Cyberspace Administration has released its first Cyberspace Security Strategy. The strategy gives a framework of cyberspace security, clarifying China's major position and proposition in cyberspace development and security, as well as its strategic approach and the main tasks.

The strategy states that  the strategic mission of the current and future national cyberspace security work falls into nine areas, namely, firmly defend the cyberspace sovereignty, resolutely safeguard national security, protect key information infrastructure, strengthen the building of network culture, combat network terrorism and crime, improve the network governance system, implement network security infrastructure, enhance the protection of cyberspace capabilities, and strengthen international co-operation in cyberspace.

With the development of information technology, cyber security is becoming an increasingly important issue. The use of the networks to interfere in other countries' internal affairs and large-scale network monitoring and leakage of confidential information seriously endanger the national political security and users’ information security. The key information infrastructure is being attacked and undermined. Major security incidents seriously harm national economic security and public interest. Harmful information includes network rumours, decadent culture, obscenity, violence and superstition erode cultural security and adolescent physical and mental health. Terrorist and other crimes existing in large numbers in cyberspace pose a direct threat to people's lives and property as well as social security.  International competition is intensifying in cyberspace for the control of strategic resources in cyberspace, the power to set rules and the leading role in driving strategic initiatives. Arms race in cyberspace brings new challenges to global peace. Opportunities and challenges co-exist in cyberspace, and the opportunities are greater than the challenges.  

With the overall national security perspective as guidance, the strategy calls for the implementation of the innovative, co-ordinated, green, open and shared development concept, raising risk awareness and crisis preparedness, comprehensively handling both domestic and foreign large pictures, making sure that growth and security go hand in hand, defending vigorously, responding effectively, promoting peace, security, openness, co-operation and order in cyberspace, safeguarding the interests of national sovereignty, security and development, and realising the strategic objective of building a strong cyber power.
