China Revises Industrial Product Manufacturing Permit Requirements

China has rescinded the need for production permits in 13 manufacturing categories, including internal combustion engines and brake fluid for vehicles. At the same time, the separate permits previously required for the manufacture of TV and radio reception equipment have now been combined into one.

In another change, several products in the safety, health and environmental protection fields are now to be subject to compulsory product certification instead of production permit administration, with the additional certification costs incurred set to be met by the Ministry of Finance. In all, 10 categories of industrial products – including steel bars used in construction, cement, electric wires and cables, and hazardous chemicals – will remain subject to production permit administration.
