China Set to Open Re-allocation Round for Unused 2018 Agricultural Import Tariff Quotas

All importers of wheat, corn, rice, cotton and sugar who expect to fall short of their 2018 allotted quota must return the unused quotas to the relevant local authority prior to 15 September 2018 for re-allocation. Any failure to return the unused quotas will result in a proportional reduction of the importer’s 2019 quota allocation.

All returned quotas will be re-allocated, either to those importers that have exhausted their 2018 allocation or to any newly-eligible entities that did not apply for a 2018 allocation in the initial submission round. All re-allocation applications must be received by the relevant authority during1-15 September 2018.

The above measures were outlined in the Announcement on the Reallocation of 2018 Import Tariff Quotas for Agricultural Products, as jointly issued by the National Development and Reform Commission and Ministry of Commerce.
