China Specifies New Pollutant Discharge Volume Determination Systems

Two new sets of guidelines relating to the determination of pollutant discharge volumes have been issued by the Ministry of Environmental Protection (MEP):

  • The Method of Calculating the Discharge Amount of Pollutants in Thermal Power Generation and 16 Other Industries Subject to Pollutant Discharge Licensing (Including Discharge Coefficient and Material Balance Method) (Trial Implementation) relates to 17 separate industrial sectors, including thermal power generation, iron and steel production and pharmaceutical manufacturing.
  • The Discharge Coefficient and Material Balance Method Applicable to Industries Not Yet Subject to Pollutant Discharge Licensing (Trial Implementation) applies to the mining, manufacturing, power, heat and gas generation, water production and supply sectors, as well as to several other industries.

In the case of any industry not specified above, the relevant provincial environmental protection departments will be responsible for devising appropriate pollutant discharge evaluation methodologies in line with the prevailing regulations and fee structures. The MEP should then be informed of all such methodologies and fees for record-maintenance purposes.
