China Trials Food Operation Licence Reforms
Trials of a faster and more efficient Food Operation Licence application procedure have been approved by the State Administration for Market Regulation.
As outlined in the body’s recently-issued Circular on Accelerating the Reform of Food Operation Licences, the trials are intended to nurture a better overall business environment within the food sector. In particular, the “notification of commitment system” will be adopted on a preliminary basis, which will see an immediate written approval provided to any Food Operation Licence applicant who has provided a written assurance that all the submitted materials relevant to their application are valid and correct. At their discretion, local authorities may expand the scope of the notification of commitment system in line with the prevailing conditions within their own jurisdiction.
The scope of the trials extends across Food Operation Licence applications (sale of pre-packaged food only), applications for registration amendments (limited to businesses with no material change in their operational conditions), and applications for registration renewals (limited to businesses with no material change in their operational conditions).
