China to Restructure Bulk Cargo Handling Logistics by 2020

Rail and water transport are set to carry a larger proportion of bulk cargo by 2020, in line with a new directive from the General Office of the State Council. As a consequence, large industrial and mining facilities will be required to include direct rail connections, while port facilities will be optimised for the handling of bulk goods and new and clean energy vehicle will take on an enhanced role in many urban areas.

As outlined in the recently issued Three-Year Action Plan for Promoting Transportation Restructuring (2018-2020), a number of clear objectives have been agreed, including optimising the country’s cargo transport structure by 2020 and increasing the volume of bulk cargo transport by rail and by water.

More specifically, the proposed measures include:

Promoting New-energy Applications

In line with this, it is anticipated that new-energy and clean-energy vehicles complying with the China VI Standard will, by 2020, account for more than 50% of new or replacement vehicles in the light-duty delivery vehicles sector in built-up areas and 80% in key areas.

Increasing Railway Transportation Capacity

By 2020, it is anticipated that more than 80% of the large industrial and mining enterprises and newly-completed logistics parks with an annual bulk cargo freight volume of 1.5 million tons or more will have dedicated railway links.

Upgrading the Water Transport System

The deployment of specialised transportation systems at coastal and inland ports, such as those carrying containers, mineral ores, crude oil and liquefied petroleum gas, will be optimised, while a wider range of specialist facilities will also be introduced.
