China to Streamline and Unify Market Access Restrictions

The State Council has announced a number of measures designed to ease overall market access within the mainland. These include a comprehensive revision of the market access negative list (including a reduction in the number of restricted sectors) by end-September 2019 and a particular relaxation of the market access stipulations with regard to the services sector. Overall, it is anticipated this will result in the creation of a streamlined and unified national market access list.

The proposed changes were outlined in the Plan for the Division of Key Tasks of the National Teleconference on Deepening Reform to Streamline Administration, Enhance Compliance Oversight and Deliver Services and Optimise the Business Environment (Guo Ban Fa No. 39 [2019], as issued by the General Office of the State Council on 12 August this year.
