Chinese Customs Promotes Bonded Supervision for Imports in International Service Outsourcing

The General Administration of Customs (GAC) issued in June this year its Announcement on Further Promoting the Implementation of the Bonded Supervision Model for Imports in International Service Outsourcing, which stated that the bonded supervision model will be promoted on a large scale for imports in international service outsourcing.

For the purpose of implementing the Opinions of the State Council on Promoting the Accelerated Development of the Service Outsourcing Industry (Guo Fa No. 67 [2014]) and the Official Reply of the State Council on Approving the Launch of Service Trade Innovation Pilots Programme (Guo Han No. 40 [2016]), the GAC decided to promote the bonded supervision model for imports in international service outsourcing in pilot areas for the innovative development of trade in services as well as in the additional model cities for service outsourcing. The main points of this Announcement are as follows:

1. On the basis of the 21 existing model cities (namely Beijing, Tianjin, Shanghai, Chongqing, Guangzhou, Shenzhen, Wuhan, Dalian, Nanjing, Chengdu, Jinan, Xi’an, Harbin, Hangzhou, Hefei, Changsha, Nanchang, Suzhou, Daqing, Wuxi and Xiamen), the bonded supervision model for imports in international service outsourcing will be implemented in the pilot areas for innovative development of trade in services and in the 10 new model cities for service outsourcing. Newly added are 14 provinces and cities (areas), including Hainan province, Weihai, Gui'an New Area, Xixian  New Area, Shenyang, Changchun, Nantong, Zhenjiang, Ningbo, Fuzhou (including Pingtan Comprehensive Pilot Zone), Qingdao, Zhengzhou, Nanning and Urumqi.

2. The bonded customs supervision model for imports in international service outsourcing shall apply to technologically-advanced service enterprises recognised by the competent departments in the above-mentioned cities.

3. The existing provisions of the Announcement of the GAC on Comprehensively Promoting the Implementation of the Bonded Supervision Model for Imports in International Service Outsourcing (GAC Announcement No. 39 [2010]) shall continue to be implemented in respect of the scope of application, scope of declaration and management requirements.
