Eight Priorities Identified for Upgrade to Cold Chain Logistics Sector

The State Council has published calls for a major upgrade to the mainland’s cold chain logistics sector. Released under the title: Opinions on Accelerating the Development of Cold Chain Logistics to Ensure Food Safety and Promote the Upgrading of Consumption, these new guidelines set out to accelerate the development of cold chain logistics in order to improve food quality and safety. Citing cutting-edge technology, robust management practices and effective oversight as the key means of effecting this upgrade, by 2020, China aims to improve the cold chain circulation rate and the refrigerated transport efficiency of fresh agricultural produce and perishable food, while greatly lowering the rate of spoilage.

Overall, eight strategic priorities were identified:

Improving the standards and service regulations of cold chain logistics and establishing a system of whole-process temperature record maintenance.

  1. Building a cold chain logistics network infrastructure covering all of the major food production and consumption areas.
  2. Encouraging cold chain logistics enterprises to take an innovative operational approach.
  3. Raising the level of informatisation in the cold chain logistics sector and developing “internet +” cold chain logistics options.
  4. Accelerating the innovation and application of cold chain logistics technology and equipment and hastening the elimination of sub-standard cold storage and refrigerated transport vehicles.
  5. Strengthening industry supervision and setting up credit reports for cold chain logistics enterprises.
  6. Further streamlining the administrative examination and approval of cold chain logistics businesses.
  7. Optimising the administrative measures required for the movement and parking of refrigerated transport vehicles in urban distribution scenarios.
