Green Manufacturing Plan Soon to Come Out

China will soon release an implementation plan on green manufacturing projects as part of the country's "Made in China 2025" strategy, said Yang Tiesheng, a deputy director in the Ministry of Industry and Information Technology (MIIT).

Overseeing energy saving and its comprehensive utilisation, Yang said that the MIIT will further strengthen the “green” concept, building efficient, clean, low-carbon, recycling and sustainable green manufacturing systems. Work is to be carried in four areas:

First, transform traditional manufacturing with green technology. Cleaner production process with focus on key regions, key basin areas and prevention and control of heavy metal contamination is to be carried out. Make energy utilisation more efficient and low-carbon compliant, make water resources utilisation more efficient, and adopt green technology in basic manufacturing processes. Actively pursue the green transformation of traditional manufacturing.

Second, promote the recycling and utilisation of resources. These include, focusing on the large-scale and high-value utilisation of industrial solid waste, strengthening comprehensive utilisation of industrial resources, promoting coordination and link-up of green industry, developing remanufacturing industry, and fostering a number of backbone enterprises of renewable resources and clusters.

Third, promote innovation and industrial application demonstration of green manufacturing technology, including the breakthrough of energy-saving key technologies and equipment, the enhancement in key environmental protection technology and equipment, the development of resources for comprehensive utilisation of suitable technology and equipment, demonstration applications, and organisation of green manufacturing technology industrialisation projects.

Fourth, build a green manufacturing system. A comprehensive system of green manufacturing standards will be established with enterprises as the subject, standards as the guidance, green products, green plants, green industrial parks and green supply chains as the key players. Supported by green manufacturing service platforms, the system is to implement green management, strengthen pilot demonstration, vigorously raise green manufacturing basic capacity, and accelerate the construction of green manufacturing system. 

Yang said that currently China's industrial development is in a critical period for transformation and upgrading, quality and efficiency enhancement, and green development as the internal and external environment is undergoing profound changes. Through the joint efforts of industry, industrial green development has achieved initial success. In 2014 China’s energy consumption per Rmb10,000 of industrial value-added fell 7.58% year on year, and that of water consumption fell 5.8%. During the first four years of the 12th Five-Year Plan period (2011-2015), energy consumption and water consumption dropped 21% and 31.9% respectively, while major pollutants emissions intensity of key industries such as iron and steel and cement decreased by more than 30%.
