Guangdong Aims for Blue Skies 92.5% of the Time by 2020

Reducing the emission of certain pollutants by up to 18% within the Guangdong area is the aim of a new environmental programme recently announced by the provincial government. Under the terms of the initiative The Implementation Plan for Winning the Battle for Blue Skies (2018-2020) – polluting industries will be more stringently regulated, with their maximum permitted emission levels reduced and persistent polluters shut down. At the same time, coal-burning furnaces will be upgraded or phased out, efforts will be made to reduce overall energy consumption levels and public transport services will be switched to zero-emission electric power sources.

The primary aim of the plan is to ensure that the province enjoys a high level of air quality 92.5% of the time from 2020 onwards. In order to deliver on this, average PM 2.5 density must be kept below 33mg/m3, while sulphur dioxide (SO2) levels must be cut by 5.4%, nitrogen oxides (NOx) by 3% and volatile organic compounds (VOC) by 18% in comparison to their 2015 levels.

In order to hit these targets, the Plan identifies a number of priorities:

  • Inspecting and improving poorly-managed / heavily polluting industrial enterprises
  • Strictly controlling the emission levels of those industries most directly associated with air pollution
  • Cleaning-up / closing-down polluting enterprises in certain designated areas
  • Accelerating the move towards clean production processes in designated industrial sectors
  • Implementing focused improvements to the environmental protection practices of industrial parks
  • Accelerating the replacement, cleaning and upgrade of coal-burning industrial furnaces
  • Ensuing strict energy management in the relevant industrial / construction sectors
  • Electrifying all public transport in the Pearl River Delta region before the end of 2020
  • Implementing stricter emissions controls
